Political scientists have conventionally assumed that achieving democracy is a one-way ratchet. Only very recently has the question of “democratic backsliding” attracted any research attention. We argue that democratic instability is best understood with tools from complexity science. The explanatory power of complexity science arises from several features of complex systems. Their relevance in the context of democracy is discussed. Several policy recommendations are offered to help stabilize current systems of representative democracy.

Building on case studies of Wikipedia and the Daily Kos, this essay argues that different kinds of rules shape relations between members of the majority and of the minority in these communities in important and consequential ways.

Much current work in the social sciences seeks to understand the effects of trust and social capital on economic and political outcomes. However, the sources of trust remain unclear. In this article, the authors articulate a basic theory of the relationship between institutions and trust. The authors apply this theory to industrial districts, geographically concentrated areas of small firm production, which involve extensive cooperation in the production process. Cyril Scott once described Percy Grainger as a `lovable eccentric'. The Australian-American pianist, composer, ethnologist, and aspiring `all-round man' was, however, more eccentric to his own age than to ours. His views on the environment, food, the body, participatory democracy, and sex all anticipated by several decades views more typical of the mid-late twentieth century. Prolific as a composer, performer, and recording artist, Grainger was an indefatigable writer. This selection of forty-six essays about the production, promotion, and propagation of (...) music is drawn from his over 150 public writings. Written between the turn of the century and the early 1950s, these essays reveal Grainger's youthful compositional plans, his ideas about piano technique, and his enduring high regard for the music of Edvard Grieg, Frederick Delius, and `Frankfurt Group' colleagues Cyril Scott, Roger Quilter, and Henry Balfour Gardiner. Grainger on Music also pursues his evolving thoughts about Nordic music, `Free Music', instrumental usage, and his occasional suggestions for musical development in Australia and the United States. A Black Forest Walden is a work of philosophical reflection, nature description, and sly humor. In brief chapters, or aphorisms, the American philosopher David Farrell Krell recounts his experiences in a cabin located in the mountains of southern Germany's Black Forest, where he has lived for several decades. Insofar as Krell compares his experiences with those of Henry David Thoreau, who serves as both inspiration and irritation, the book could be described as a critical commentary on Thoreau's Walden. (...) Yet it equally reads as a rigorous yet playful and profoundly literary manifestation of where and how the mind wanders. Hence, the "Marlonbrando" of the subtitle is not the late actor but a feral cat who frequents the cabin and comes to be an important interlocutor, as if playing the role of analyst to the author. The subjects Krell treats are wide-ranging: the changing seasons, environmental issues, romantic love, parent-child relations, European versus American "values," higher education, artistic creativity, solitude, and the contrast between lifestyles in a quiet Black Forest village and in a noisy contemporary United States. Tom was Professor of Communication Studies at Northwestern University and a long-standing member of the journal's editorial board. He was appointed by the journal's founding editor, Henry Johnstone, and Henry regarded him as among the most talented minds writing about our common subject. Tom also was a publishing author in Philosophy and (...) Rhetoric. His research refl ected a deep understanding of the intersections of philosophical thought and rhetoric with respect to argumentation, language, speech acts, and political theory. His award-winning book, Norms of Rhetorical Culture (Yale, 1993), is a testament to the insights afforded by the rapprochement between philosophy and rhetoric that has been the journal's defi ning character. With his passing, the inter-discipline has lost one of its most eloquent and accomplished voices, the journal has lost a contributor and editorial advisor of the first rank, and those of us who knew Tom have lost a dear friend, whose intellect and wit always brightened our moments together.Copyright © 2006 The Pennsylvania State University... ‘What it is like’ talk (‘WIL-talk’) — the use of phrases such as ‘what it is like’ — is ubiquitous in discussions of phenomenal consciousness. It is used to define, make claims about, and to offer arguments concerning consciousness. But what this talk means is unclear, as is how it means what it does: how, by putting these words in this order, we communicate something about consciousness. Without a good account of WIL-talk, we cannot be sure this talk sheds light, (...) rather than casts shadows, on our investigations of consciousness. The popular technical account of WIL-talk (see e.g. Lewis, 1995, and Kim, 1998) holds that WIL-talk involves technical terms — terms which look like everyday words but have a distinct meaning — introduced by philosophers. I argue that this account is incorrect by showing that the alleged technical terms were not introduced by philosophers, and that these terms do not have a technical meaning. (shrink)

Is it rational to be moral? How do rationality and morality fit together with being human? These questions are at the heart of David Schmidtz's exploration of the connections between rationality and morality. This inquiry leads into both metaethics and rational choice theory, as Schmidtz develops conceptions of what it is to be moral and what it is to be rational. He defends a fairly expansive conception of rational choice, considering how ends as well as means can be rationally chosen (...) and explaining the role of self-imposed constraints in a rational life plan. His moral theory is dualistic, ranging over social structure as well as personal conduct and building both individual and collective rationality into its rules of recognition for morals. To the "why be moral" question, Schmidtz responds that being moral is rational, but he does not assume we have reasons to be rational. Instead, Schmidtz argues that being moral is rational in a particular way and that beings like us in situations like ours have reasons to be rational in just that way. This approach allows him to identify decisive reasons to be moral; at the same time, it explains why immorality is as prevalent as it is. This book thus offers a set of interesting and realistic conclusions about how morality fits into the lives of humanly rational agents operating in an institutional context like our own. (shrink)

Robert Nola has argued that anti-rationalist interpretations of science fail to adequately explain the process of science, since objective reasons can be causal factors in belief formation. While I agree with Nola that objective reasons can be a cause of belief, in this paper I present a version of the strong programme in the sociology of knowledge, the Interests Thesis, and argue that the Interests Thesis provides a plausible explanation of an episode in the history of ape-language research. Specifically, I (...) examine Terrace, Petitto, Sandess, & Bever illegitimate comparison of the signing of their chimpanzee, Nim, with data from human early childhood language development, and argue that Terrace et al.’s interests played a causal role in determining their sceptical beliefs concerning ape linguistic abilities. However, I go on to argue that Terrace et al.’s interests are not the only causal factors in determining their beliefs: objective reasons, associated with the institution of new methodologies, were also causally determinative of Terrace et al.’s sceptical beliefs. Consequently, I argue that belief formation in science is a multi-factorial affair wherein both interests and objective reasons have causal roles. I finish the paper with two conjectures concerning the proper locus of scientific rationality. (shrink)

This article sets out the key findings from the seminar series ‘Transplantation and organ deficit in the UK: Pragmatic solutions to ethical controversy’ which ran from November 2006 to March 2008, and was sponsored by the Economic and Social Research Council. A broad range of issues were examined in the seminars, including religious and cultural attitudes affecting organ donation, the role of health-care professionals and what could be learned from the experiences of other countries, particularly in the European context. Core (...) participants in the series came from a range of academic and practitioner backgrounds and had different ethical perspectives on issues affecting organ donation and transplantation. Notwithstanding such diversity, the findings set out in the article reflect the fact that core participants were focused on developing a principled, yet pragmatic approach to dealing with the urgent problem of organ shortage in the UK. Questions of political identity and citizenship, raised by thecreation of the `new Europe', pose new questions that politicaltheorists need to consider. Reflection upon the circumstances ofthe new Europe could help them in their task of delineatingconceptual structures and investigating the character ofpolitical argument.Does it make sense to use concepts as `citizenship' and`identity' beyond the borders of the nation-state? What does itmean when we speak about `European Citizenship' and `EuropeanIdentity'?It is argued that the pluralism that has led theorists tooffer a conception (...) of citizenship based upon principles of right,rather that the common good, applies even more strongly at thelevel of the European political order. Developing a contractariantheory of federation, an account of the basis of a Europeancitizenship will be offered in which federalism emerges out of anoverlapping consensus of European citizens on the terms of theirpolitical association.`European Citizenship' and `European Identity' are discussedin the context of the so-called `European Union', and not in thewider context of Europe `as a whole', or for that matter on aneven broader `cosmopolitan' scale. However, the gist of the articleis that arguments for concepts of `citizenship' and `identity'that go beyond borders of nation-states and that are applied tothe `European Union', could have implications for an even widerapplication.Finally, and in conclusion, the (empirical) context will beelaborated in which the normative concept of shared liberalcitizenship identity should be realized on a pan-national,European level. El propósito del estudio que generó el presente artículo fue analizar las percepciones de coordinadores y docentes tutores sobre el desarrollo de competencias generales en estudiantes de pregrado desde la acción tutorial. El estudio se realizó según el enfoque cualitativo y diseño fenomenológico, cuya población la constituyeron coordinadores y docentes tutores de estudiantes de pregrado de una Universidad de Lima desde sus experiencias en la acción tutorial. El tamaño de la muestra se determinó por el criterio de saturación. Los datos (...) se recogieron por medio de una guía de encuesta estructurada y el rigor científico se orientó según criterios de calidad: credibilidad, transferibilidad, dependencia y confirmabilidad. Se encontró como resultado principal que la acción tutorial contribuye al desarrollo de algunas competencias genéricas, tales como las comunicativas escritas y orales, y el trabajo en equipo, que son las más valoradas por la experiencia tutorial, ya que se requiere de comunicación fluida.
